The Challenge | Rise to Resilience!

You are a newly appointed Regional Green Engineer. Your challenge is to develop green infrastructure solutions for complex challenges in water management and risk reduction.Create a tool to assess the characteristics of an urban or rural area of your choice, and integrate green infrastructures, or nature-based solutions, into that region’s development plans to1) reduce flood and/or drought risk2) establish sustainable land use practices3) support water management, and/or 4) produce local economic opportunities.

  1. 極端氣候(暴雨成災、無雨乾旱頻率增加)
  2. 大部分水庫淤泥量超過三分之一水庫容量,而台灣沒有適當的地點興建新水庫。。
  3. 全球人口到西元2100年增加45%突破112億人次,聯合國推估到了2025年,全球可能有高達三分之二的人口,將面臨水資源供應的壓力。


Current Solution:

Enough capacity to hold the rain fall. prevent flooding and store water for drought.

Reservoirs/Dams are the good ways to keep water

Obstacles:

Sediments accumulate average 5% per year worldwide. That means it can function only 20 years.

Current dredging speed is not fast enough to catch up the sediment accumulation rate.

Sustainable solution:

1. Regular situation:

Utilize Artificial intelligence, Robotics to create a resilience sustainable solution.

Minimize financial losses and provide enough water for the industrial park.

2. Extreme Situation:

Utilize GOES weather forecast data to discharge water to prepare for future rain fall

颱風警報發布後

1. 依據GOES氣象data、空軍氣象聯隊 、空軍氣象聯隊、國家災害防救科技 、國家災害防救科技中心、經濟部水利署等單位的降雨預報資料 、經濟部水利署等單位的降雨預報資料,進行水庫集水區的總降雨量預估。

2. 擬定集水區可能總降雨量2~3情境。

3. 擬定降雨雨型(歷史颱風資料、氣象局ETQPF)進行水庫入流量推估。

4. 依據降雨情境,擬定颱洪操作的策略 ,擬定颱洪操作的策略,必要時進行小於500cms調節性放水。

5. 計算不洩洪的降雨量。

6. 颱風中,依據實際降雨量 ,依據實際降雨量,隨時進行洩洪評估 ,隨時進行洩洪評估。
